Electric Scooter Accident Injury Report: Las Vegas Strip Safety Analysis

Electric scooters can make getting around Las Vegas easier, but many rental scooter rides near the Strip end in serious injuries, emergency room visits, and confusing questions about liability. How Serious Is the Electric Scooter Injury Problem in Las Vegas?

Las Vegas hospitals are seeing a spike in e-scooter and e-bike injuries. University Medical Center treated 97 patients in 2023, 160 in 2024, and 189 by late 2025. Meanwhile, Sunrise Hospital reported more than 150 additional incidents from January through October 2025.

Dr. Deborah Kuhls, UMC’s chief of trauma, described the increase in accidents as “horrifying,” noting that many scooters and e-bikes can reach high speeds despite requiring little or no rider training.

E-scooter-related deaths have followed the same trajectory. As of early June 2025, the Las Vegas Metropolitan Police Department had responded to 10 fatal accidents involving e-bicycles or e-scooters, up from just four at the same point in 2024 and matching or surpassing the full-year totals for 2022 and 2023.

And the national picture is consistent with what Las Vegas is experiencing. According to the U.S. Consumer Product Safety Commission, estimated emergency department visits for e-scooter accidents in the U.S. rose from approximately 7,700 in 2017 to more than 40,400 in 2023, a more than fivefold increase in six years.

Why the Las Vegas Strip Is a High-Risk Corridor for Scooter Riders

These conditions prompted Clark County to act. In May 2025, the Clark County Commission unanimously approved an ordinance prohibiting e-bikes and e-scooters from operating in the resort corridor, effective May 21, 2025.

The ordinance also imposes a 15 mph speed limit for these vehicles in county parks, requires functional brakes, mandates audible signals and nighttime lighting, bans reckless behavior (including stunts), and establishes fines starting at $150 for a first violation and up to $600 for repeat violations.

Separately, beginning October 1, 2025, the City of Las Vegas banned e-scooter riding on Fremont Street sidewalks between Main Street and Seventh Street.

These bans have the potential to affect future injury claims. A rider using a scooter on the Strip after May 21, 2025, may be found to have violated an active ordinance, potentially reducing or barring recovery under Nevada’s comparative fault rule.

Nevada Laws Governing Electric Scooters

Understanding the legal framework surrounding e-scooters and e-bikes is essential for evaluating an injury claim.

Nevada defines electric scooters as devices weighing no more than 100 pounds with a maximum motor-powered speed of 20 mph on a flat surface. Under this classification, e-scooters are treated similarly to bicycles for the purposes of traffic law.

Under NRS § 484B.785, electric scooters may be operated on roadways, bicycle lanes, paths, or routes at speeds not exceeding 15 mph, and on sidewalks and pedestrian areas at speeds set by local ordinance.

E-scooter operators have the same rights and duties as bicycle riders, including the obligation to obey traffic signals, yield in crosswalks, and maintain a three-foot buffer from other vehicles.

With those rules in mind, here are a few key points for scooter-related injury claims under Nevada law.

No Mandatory Liability Insurance

Nevada doesn’t require liability insurance for personal electric scooter owners, nor does it require registration with the DMV. That means if another rider caused your injury, they may carry no coverage at all.

No Helmet Requirement for Adults

Nevada doesn’t require adult e-scooter riders to wear helmets. However, the 2025 Clark County ordinance makes helmets mandatory for riders under 18, and parents and guardians are financially responsible for ordinance violations committed by minors under their supervision.

Comparative Negligence

Nevada follows a modified comparative negligence rule. If you’re found 51% or more at fault for your own injury, you can’t recover compensation. If you’re found partially but not primarily at fault, your recovery will be reduced proportionally.

Statute of Limitations

Under NRS § 11.190(4)(e), you have two years from the date of injury to file a personal injury lawsuit. Missing that deadline almost always means forfeiting your right to legal action.

Who Can Be Held Liable for Your Scooter Injury?

This is an important question, and one that many injured riders have. The answer depends on exactly how the accident occurred. If you’ve been hurt in an e-scooter mishap, here are some of the parties that may be held accountable.

The Rental Company

When renting a scooter from Bird, Lime, or similar companies, riders agree to lengthy terms of service that include broad liability waivers. However, these waivers aren’t always enforceable. Depending on the circumstances, the rental company may still be liable for gross negligence, product defects, or intentional misconduct.

Common claims include:

  • Negligent maintenance, such as failing to inspect or repair scooters
  • Product defects, such as brake or electrical failures
  • Inadequate warnings about hazards, local rules, or restricted zones

Lawsuits against Bird and Lime have alleged unsafe deployment and insufficient warnings. In some jurisdictions, waivers can’t shield companies from gross negligence claims.

A Negligent Driver

If a car, truck, taxi, or rideshare vehicle struck you while you were riding a scooter, the driver may bear primary liability. Under Nevada's at-fault system, the driver's auto insurance is responsible for paying for your losses, including medical bills, lost wages, pain and suffering, and long-term care costs.

Given that Las Vegas sees more than 20,000 reported traffic accidents per year on average, with failure-to-yield violations as the leading cause of fatal crashes, vehicle-scooter collisions are a serious and recurring problem.

A Negligent Driver

If a reckless or inattentive rider on another scooter caused your injury, you can pursue compensation from them directly. The challenge is that rental scooter riders aren’t required to carry insurance, which makes collecting judgment difficult unless the other rider has personal auto or umbrella coverage.

A Hotel, Casino, or Property Owner

If your accident occurred in a hotel driveway, casino drop-off zone, or parking structure, or on private property adjacent to the Strip, the property owner may have a premises liability obligation.

Under Nevada premises liability law, property owners owe a duty of reasonable care to those on their property lawfully. A poorly maintained surface, a dangerous driveway configuration, or inadequate lighting could support a claim against the property owner if it contributed to your accident.

A Government Entity

If a road defect, such as broken pavement, missing signage, or a dangerous intersection design, played a role in your accident on a public road or pathway, you may have a viable claim against a city, county, or state agency.

These claims are governed by the Nevada Tort Claims Act under NRS Chapter 41, and they carry the same procedural requirements and damages cap that apply to other government liability claims.

What Injuries Do Scooter Accident Victims Typically Suffer?

E-scooter riders have almost no physical protection. A fall at 15 mph onto asphalt or a collision with a passenger vehicle can produce injuries that are both medically complex and financially devastating. Common injuries reported in Las Vegas-area trauma centers include:

  • Traumatic brain injuries (TBIs), including severe closed-head injuries
  • Facial fractures, dental injuries, and lacerations
  • Broken wrists, arms, and clavicles from impact or stopping a fall
  • Road rash and deep abrasions that require skin grafting
  • Rib fractures and internal organ injuries
  • Spinal cord injuries and vertebral fractures
  • Lower extremity fractures, including ankle, knee, and hip injuries

Head injuries are of particular concern in e-scooter accidents and can dramatically increase a claim’s value due to the need for extensive medical care, rehabilitation, long-term treatment, and missed work.
